Camilo Andrés Carrascal Vergel has been recently named Vice Minister of Connectivity at the Ministry of Information and Communications Technologies of Colombia and a Senior Research Fellow at the Portulans Institute, specializing in digital government, public-sector innovation, and innovation measurement, with a particular focus on Latin America and the Caribbean. With more than two decades of experience designing and implementing national digital transformation agendas, ICT and connectivity programs, and institutional modernization reforms, he has worked at the intersection of government, multilateral cooperation, and applied research to advance more effective, data-driven, and citizen-centered public institutions.
His research at the Portulans Institute focuses on innovation measurement frameworks and the modernization of national innovation data systems, building on his doctoral work in Technological Innovation Management at Universidad de los Andes. His professional experience includes supporting state modernization projects across the Andean region through Deloitte, contributing to the design of innovation measurement methodologies at the OECD Observatory of Public Sector Innovation in Paris, and leading and supporting initiatives related to digital government indices and innovation readiness across the region.
Camilo’s academic background spans economics, telecommunications and IT law, innovation management, and executive education at institutions such as MIT Sloan and Georgetown University. His career reflects a sustained commitment to rigorous, internationally grounded research and public service aimed at strengthening digital transformation, connectivity, public-sector innovation, and innovation ecosystems.
