Portulans Institute Fellows are graduate students and young professionals who work on novel research related to human capital, technology, and innovation policies over the course of their 12 month Fellowship. Through their work they develop cross-community knowledge and dialogue on how people, technology, and innovation contribute to sustainable and inclusive growth.
Our 2023-2024 Fellows:
Ioanna Georgia Eskiadi is a Ph.D. Candidate in Journalism and Media Communication at the Aristotle University of Thessaloniki, Greece. Her research focuses on new emerging technologies, communication and journalism. She holds a Master of Arts in Risk Communication and Crisis Journalism and a Bachelor of Arts in Journalism, Media, and Communication. She is fluent in Greek, English, German, Italian, Spanish and Arabic.

Samantha Msipa is a passionate researcher and has actively engaged in various projects around law and technology including Research ICT Africa and the AI Research Fellowship. She has a Bachelor of Laws degree as well as a Master of Laws in International Commercial Law from the University of Johannesburg. Her research focuses on the intersection of digital technologies and humanitarian aid.
Matheus de Souza Depieri is a Brazilian researcher and lawyer, currently pursuing an LL.M. (Master of Law) at the University of Cambridge – King’s College. He is also associate Editor of the International Review of Constitutional Reform (IRCR), Director of the Center for Comparative Constitutional Studies (UnB), and researcher at the Research Group on Civil Procedure, Access to Justice and Protection of Rights (CNPq/UnB). During his Fellowship, his research will be focused on the impacts of the usage of Artificial Intelligence in the Judiciary and the future of technology in the legal field.

Amari Cowan is a dedicated technology policy professional with 6 years of experience working in emerging technologies and novel governance frameworks. She has worked on a variety of global, cutting-edge tech governance projects as an Associate Manager on Meta’s Governance team, including launching the Oversight Board, a first-of-its-kind independent content moderation decision-making body, researching community-led governance methods in the Metaverse in partnership with Stanford’s Digital Democracy Lab, and enhancing Meta’s elections-related policies during the U.S. 2020 Presidential Election in partnership with Harvard’s Social Science One.
