Caroline Moody

Caroline Moody is the Communications Intern at the Portulans Institute. She holds a Bachelor’s degree in Politics from the Catholic University of America and a Master’s degree in Intelligence and International Security from King’s College London, where her dissertation examined Chinese media engagement in Nigeria through the lenses of sharp power and noopolitik, exploring how state-backed media investment and journalist training programs create structural vulnerabilities for democratic governance in Africa. Caroline’s research interests sit at the intersection of digital governance, technology policy, information security, and democratic resilience.

Prior to joining Portulans, Caroline interned as a Staff Assistant to Ambassador Mark Green, CEO of the Woodrow Wilson International Center for Scholars, where she drafted published analysis, monitored congressional legislation, and produced briefing notes for senior leadership. She also served as Gender and Global Security Program Assistant at Women in International Security (WIIS), where she managed global communications campaigns and coordinated engagement across international chapters and affiliates.
